To that end, I was honored to share the stage at &lt;a href="https://www.googlecloudevents.com/next-vegas/session-library?session_id=3856628&amp;amp;name=agentic-transformation-in-the-public-sector&amp;amp;tab=sessions&amp;amp;date=all" target="_blank"&gt;Google Cloud Next&lt;/a&gt; with visionary leaders from the U.S. Food and Drug Administration (FDA), the U.S Department of Transportation (DOT) and the City of Los Angeles who shared how they are disrupting the status quo and driving lasting impact for their organizations and the people they serve. Let’s take a closer look at their stories.&lt;/p&gt;&lt;h3 data-block-key="33s1u"&gt;&lt;b&gt;The U.S. Department of Transportation: Strengthening the safety and reliability of our nation’s transportation systems&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="4c1i9"&gt;Pavan Pidugu, the Chief Digital and Information Officer at the U.S. Department of Transportation (DOT), is empowering staff with cloud-based productivity and collaboration tools as the first-cabinet level federal agency to fully transition their workforce away from legacy providers to Google Workspace with Gemini. “&lt;b&gt;Twenty-two days&lt;/b&gt;. That’s what it took for us to create a &lt;b&gt;production environment with Google Workspace&lt;/b&gt;,” Pavan asserted. In less than six months, the agency migrated more than &lt;b&gt;one billion emails&lt;/b&gt;. This transition to Workspace has enabled staff to work smarter and faster, ultimately strengthening the safety and reliability of our nation’s transportation systems.&lt;/p&gt;&lt;h3 data-block-key="89brp"&gt;&lt;b&gt;The U.S. Food and Drug Administration: Accelerating cures and meaningful treatments that benefit everyone&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="916b7"&gt;Jeremy Walsh, the Chief AI Officer at the U.S. Food and Drug Administration (FDA), is leveraging agentic AI to accelerate the delivery of life-saving cures, achieving a &lt;b&gt;80% AI adoption rate&lt;/b&gt; across its &lt;b&gt;18,000-person&lt;/b&gt; workforce. “By using AI agents to move the agency toward a real-time regulatory environment, the FDA is compressing decades-old workflows,” underscored Jeremy. While the traditional drug development process can take &lt;b&gt;ten years&lt;/b&gt;, the agency now uses AI to analyze candidate data against vast historical datasets in &lt;b&gt;minutes&lt;/b&gt; – shrinking 60-day filing reviews down to a matter of hours. This mission to halve the overall time to market for new drugs directly translates into saving more lives.&lt;/p&gt;&lt;h3 data-block-key="38dav"&gt;&lt;b&gt;The City of Los Angeles: Building the technological foundation to serve residents and visitors&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="6cdvh"&gt;Ted Ross, the Chief Information Officer for the City of Los Angeles, is facing a massive logistical challenge: preparing for the 2026 World Cup, the 2027 Super Bowl, and the 2028 Olympic and Paralympic Games. With &lt;b&gt;15 million visitors&lt;/b&gt; expected for the Olympics alone, the city is scaling AI across its &lt;b&gt;45 departments&lt;/b&gt; and &lt;b&gt;27,500 employees&lt;/b&gt;. “The world is going to be looking at Los Angeles, and the reality is you need force multipliers,” Ted articulated. “You need tools like AI, which don’t replace our workforce, but amplify their ability to deliver world-class customer service and the essential functions to run events of this scale.” The City of Los Angeles is embedding Gemini directly into the tools employees use every day to deliver faster, more accessible services for visitors, as well as the city’s &lt;b&gt;four million residents&lt;/b&gt; who speak more than &lt;b&gt;224 languages&lt;/b&gt;.&lt;/p&gt;&lt;h3 data-block-key="1848k"&gt;&lt;b&gt;Your blueprint for agentic transformation&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="8gnpq"&gt;These leaders are creating the blueprint for agentic transformation by leveraging AI and agents as a force multiplier to empower their workforce, unlock new levels of productivity, and transform how services are delivered. As evident from these leaders, moving from exploration and pilots to full-scale adoption requires a thoughtful and strategic approach, centered on three critical pillars:&lt;/p&gt;&lt;ol&gt;&lt;li data-block-key="9top5"&gt;&lt;b&gt;Empower leaders and teams to disrupt the status quo:&lt;/b&gt; Transformation requires a cultural shift where leaders and teams are empowered to disrupt the status quo, take calculated risks, and move with speed. As demonstrated by Pavan Pidugu of the &lt;b&gt;DOT&lt;/b&gt;, the goal is to ignite a spirit where teams can harness technology to create results in days, not years.&lt;/li&gt;&lt;li data-block-key="eicv"&gt;&lt;b&gt;Scale for lasting impact&lt;/b&gt;: Moving from AI pilots to agency-wide adoption requires bold leadership. Jeremy Walsh shared how the &lt;b&gt;FDA&lt;/b&gt; is empowering its workforce – from reviewers to scientists – with AI and agents to protect public health and accelerate life-saving treatments. As Walsh articulated, agents act as force multipliers, moving the agency beyond document-heavy processes to a state where they can analyze all available data simultaneously. This approach allows the FDA to compress review timelines and solve mission-critical challenges at scale.&lt;/li&gt;&lt;li data-block-key="a2127"&gt;&lt;b&gt;Prioritize human-centered adoption&lt;/b&gt;: Transformation is fundamentally a “people project” that succeeds by solving immediate employee pain points within existing tools. &lt;p&gt;&lt;span style="vertical-align: baseline;"&gt;Today, the medical device industry stands at an inflection point. We’re moving from reactive diagnostics to proactive, prognostic learning systems. Modern SaMD is a composite system where clinical functionality emerges from the interaction of embedded firmware, mobile apps, and cloud-resident services. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="vertical-align: baseline;"&gt;This shift requires a fundamental reimagining of how we demonstrate a state of control. More than just an alternative to on-premises servers, cloud infrastructure has become a &lt;/span&gt;&lt;a href="https://services.google.com/fh/files/blogs/samd_white_paper_may2026.pdf" rel="noopener" target="_blank"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;superior foundation for regulated medical software&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt;.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;strong style="vertical-align: baseline;"&gt;The regulatory landscape of 2026: FDA QMSR and the EU AI Act&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;&lt;span style="vertical-align: baseline;"&gt;The regulatory environment in early 2026 is defined by a shift toward international harmonization and risk-based oversight. For organizations operating globally, two major milestones dominate the compliance roadmap.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong style="vertical-align: baseline;"&gt;The FDA QMSR Transition&lt;br/&gt;&lt;/strong&gt;&lt;span style="vertical-align: baseline;"&gt;The FDA aligned the &lt;/span&gt;&lt;a href="https://www.fda.gov/medical-devices/postmarket-requirements-devices/quality-management-system-regulation-qmsr" rel="noopener" target="_blank"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;Quality Management System Regulation&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt; (QMSR) &lt;/span&gt;&lt;span style="vertical-align: baseline;"&gt;21 CFR Part 820 with ISO 13485:2016 earlier this year, reinforcing the value of cloud-native patterns that automate document control and change management. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="vertical-align: baseline;"&gt;Under the new &lt;/span&gt;&lt;a href="https://www.fda.gov/media/80195/download" rel="noopener" target="_blank"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;Inspection of Medical Device Manufacturers Compliance Program&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt;, the FDA has moved away from the old Quality System Inspection Technique (QSIT) subsystems in favor of a risk-based strategy that prioritizes areas including change control and outsourcing. In this model, digital retention and automated audit trails are now recognized as primary objective evidence, reducing the industry's reliance on manual paperwork.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong style="vertical-align: baseline;"&gt;The EU AI Act Applicability&lt;br/&gt;&lt;/strong&gt;&lt;span style="vertical-align: baseline;"&gt;As of August 2, the European Union &lt;/span&gt;&lt;a href="https://eur-lex.europa.eu/eli/reg/2024/1689/oj/eng" rel="noopener" target="_blank"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;AI Act&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt; enters the full applicability phase for high-risk obligations in AI systems. For SaMD manufacturers, these requirements introduce rigorous data governance, transparency, and human oversight for &lt;/span&gt;&lt;a href="https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32017R0745&amp;amp;from=IT" rel="noopener" target="_blank"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;medical devices&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt;.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;strong style="vertical-align: baseline;"&gt;The shift to Compliance as Code&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;&lt;span style="vertical-align: baseline;"&gt;We believe that in a world of continuously updated device platforms, the manual administrative control model doesn’t scale. Instead, we should embrace &lt;/span&gt;&lt;a href="https://cloud.google.com/solutions/risk-and-compliance-as-code?hl=en"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;Compliance as Code&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt; (CaC). Five years ago, CaC was a competitive advantage, but today it’s a regulatory necessity. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="vertical-align: baseline;"&gt;In this model, compliance is expressed programmatically and enforced declaratively in the system. Because controls are implemented as platform policies, change control can be enforced at the pipeline gate, and evidence is generated operationally as a continuous byproduct of how the system runs. Since the system can’t operate outside its defined controls, we’re able to produce a persistent, defensible record for regulators.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;strong style="vertical-align: baseline;"&gt;The technical blueprint: The three-plane model&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;&lt;span style="vertical-align: baseline;"&gt;To achieve this state of continuous audit readiness, we organize our architecture into three distinct planes. This separation clarifies the distinction between technical enforcement and regulatory accountability.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong style="vertical-align: baseline;"&gt;1. The data plane&lt;/strong&gt;&lt;span style="vertical-align: baseline;"&gt; covers how clinical or device data moves through the system to deliver its medical purpose — whether that is physiological telemetry from a wearable or medical images for diagnostic analysis. In Google Cloud, this plane handles functional boundaries and ensures data integrity through encryption at rest and in transit. We use &lt;/span&gt;&lt;a href="https://docs.cloud.google.com/kms/docs/cmek"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;Customer Managed Encryption Keys&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt; (CMEK)&lt;/span&gt;&lt;span style="vertical-align: baseline;"&gt; and &lt;/span&gt;&lt;a href="https://docs.cloud.google.com/assured-workloads/key-access-justifications/docs/overview"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;Key Access Justifications&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt; to ensure the manufacturer retains ultimate control over decryption events, a critical requirement for HIPAA and GDPR compliance.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong style="vertical-align: baseline;"&gt;2. The control plane&lt;/strong&gt;&lt;span style="vertical-align: baseline;"&gt; is the governance layer. It defines identity, network boundaries, and configuration constraints. In the 2026 architecture, the control plane uses &lt;/span&gt;&lt;a href="https://cloud.google.com/learn/what-is-zero-trust?hl=en"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;Zero Trust principles&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt;. Instead of relying on a network perimeter, access is granted through &lt;/span&gt;&lt;a href="https://cloud.google.com/security/products/iap"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;Identity Aware Proxy&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt; (IAP)&lt;/span&gt;&lt;span style="vertical-align: baseline;"&gt; after evaluating the user's identity, device security posture, and context. We also use the &lt;/span&gt;&lt;a href="https://docs.cloud.google.com/organization-policy/overview"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;Organization Policy Service&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt; to programmatically prevent non-compliant configurations, such as the accidental creation of public data buckets.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong style="vertical-align: baseline;"&gt;3. The evidence plane&lt;/strong&gt;&lt;span style="vertical-align: baseline;"&gt; is where technical operations meet regulatory proof. It captures immutable audit trails, build attestations, and monitoring history. By using tools like &lt;/span&gt;&lt;a href="https://docs.cloud.google.com/binary-authorization/docs"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;Binary Authorization&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt; and &lt;/span&gt;&lt;a href="https://docs.cloud.google.com/artifact-registry/docs"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;Artifact Registry&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt;, we can mathematically prove that only code that has passed all security and validation gates is allowed into production. This plane generates the software bill of materials (SBOM) and provenance metadata &lt;/span&gt;&lt;a href="https://uscode.house.gov/view.xhtml?req=granuleid:USC-prelim-title21-section360n-2&amp;amp;num=0&amp;amp;edition=prelim" rel="noopener" target="_blank"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;required by the FDA&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt;.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;strong style="vertical-align: baseline;"&gt;Scaling for the agentic enterprise&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;&lt;span style="vertical-align: baseline;"&gt;As AI matures from answering questions to reasoning and taking action, AI agents can assist with autonomous compliance monitoring, replacing weeks of manual review with continuous oversight while providing human-in-the-loop triggers for final quality sign-off.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="vertical-align: baseline;"&gt;Google's AI-optimized infrastructure provides the backbone for innovation, where nodes and pods start up faster and models load quicker, helping to ensure that SaMD agents are ready the moment a clinician or patient engages with the system. This responsiveness is essential for clinical scenarios where latency can affect patient outcomes.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;strong style="vertical-align: baseline;"&gt;Managing risk in the cloud&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;&lt;span style="vertical-align: baseline;"&gt;Adopting cloud infrastructure does not remove a manufacturer's responsibility for safety and performance. However, it changes the implementation model from shared responsibility to &lt;/span&gt;&lt;a href="https://cloud.google.com/blog/transform/why-shared-fate-shows-us-a-better-cloud-roadmap"&gt;&lt;span style="text-decoration: underline; vertical-align: baseline;"&gt;shared fate&lt;/span&gt;&lt;/a&gt;&lt;span style="vertical-align: baseline;"&gt; — where the cloud provider provides the technical primitives (like Assured Workloads for data residency) while the manufacturer configures them to implement their specific quality system.&lt;/span&gt;&lt;/p&gt;

By leveraging RMI travel time data, agencies can identify incidents before the first emergency services call, analyze long-term congestion trends, improve urban planning, and identify safety hotspots and crash-prone areas.&lt;/li&gt;&lt;li data-block-key="56cp7"&gt;&lt;a href="https://research.google/blog/introducing-mobility-ai-advancing-urban-transportation/" target="_blank"&gt;&lt;b&gt;Mobility AI Traffic Simulation API&lt;/b&gt;&lt;/a&gt;&lt;b&gt;:&lt;/b&gt; Coming from Google Research, Mobility AI provides a powerful digital twin to help agencies visualize the future of their road networks. In this virtual environment, city planners can "test drive" infrastructure changes before a single cone is placed on the road. Whether it is Seattle optimizing traffic routes during major events or agencies proactively visualizing new bike lanes and road infrastructure to seek public feedback,&lt;a href="https://www.youtube.com/watch?v=nSN-j-bjUGA" target="_blank"&gt; watch how cities are using these simulations&lt;/a&gt; to build more efficient and resilient communities.&lt;/li&gt;&lt;li data-block-key="6dm6v"&gt;&lt;b&gt;Preventing crashes before they happen:&lt;/b&gt; By combining AI simulations, machine learning models, advanced models, and RMI data, states like California and &lt;a href="https://www.youtube.com/watch?v=-BMxV2O5yWs" target="_blank"&gt;Hawaii&lt;/a&gt; are able to detect where crashes would take place before they even happen, which can help save lives.&lt;/li&gt;&lt;/ul&gt;&lt;p data-block-key="d8vu9"&gt;I recently had the opportunity to sit down with three leading voices in transportation - &lt;b&gt;Carlos Braceras,&lt;/b&gt; Executive Director, Utah Department of Transportation (DOT), &lt;b&gt;Toks Omishakin,&lt;/b&gt; Secretary, California State Transportation Agency (CalSTA), and&lt;b&gt; Anant Dinamani&lt;/b&gt;, Principal at Deloitte Consulting LLP. Together. We discussed ideas for building resilient transportation systems with AI and shared our blueprint for building safe, resilient, and efficient transportation systems of the future. Here are a few takeaways from our conversation.&lt;/p&gt;&lt;h3 data-block-key="9rv14"&gt;&lt;b&gt;The ultimate goal: Saving lives&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="5am84"&gt;The single most important goal for any transportation agency - &lt;i&gt;safety&lt;/i&gt;. With roadway fatalities remaining high, the shift from reactive to proactive safety measures is paramount. &lt;b&gt;Secretary Toks Omishakin of CalSTA&lt;/b&gt; highlighted California’s Roadway Safety Insights (RSI) tool, developed with Deloitte and Google Cloud. By integrating over 30 different datasets, RSI condenses weeks of analysis into minutes. The goal is to move beyond fixing intersections &lt;i&gt;after&lt;/i&gt; crashes occur to predicting and mitigating risks &lt;i&gt;before&lt;/i&gt; they happen.&lt;/p&gt;&lt;h3 data-block-key="6vrgp"&gt;&lt;b&gt;Leveraging technology for safe and seamless journeys&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="3ehv8"&gt;&lt;b&gt;Carlos Braceras of Utah DOT&lt;/b&gt; shared that he’s thinking about how we create the journey that people want to take - allowing people to go where they want, when they want and how they want - and doing it safely. He underscored the focus on saving lives and making people’s lives better. From our conversation, it’s clear that we’re at an inflection point in terms of the ability to make better and faster decisions, and build trust. Carlos emphasized that technology, including AI, is the crucial enabler here.&lt;/p&gt;&lt;h3 data-block-key="7lbkv"&gt;&lt;b&gt;Getting your data ready for AI&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="4jb3n"&gt;This biggest challenge facing transportation agencies is siloed and fragmented data. Agencies must rethink how they manage their data, and take a foundational step to create a single source of truth—this is essential to maximize the value of AI and agents. Additionally, we introduced &lt;a href="https://docs.cloud.google.com/gemini/enterprise/docs/agent-designer"&gt;Agent Designer,&lt;/a&gt; which enables employees to build sophisticated schedule- or trigger-based agents. Our cybersecurity platform combines &lt;a href="https://cloud.google.com/blog/products/identity-security/next26-redefining-security-for-the-ai-era-with-google-cloud-and-wiz?e=48754805"&gt;&lt;b&gt;Google’s Threat Intelligence&lt;/b&gt; and &lt;b&gt;Security Operations&lt;/b&gt; &lt;b&gt;with&lt;/b&gt; &lt;b&gt;Wiz’s Cloud and AI Security Platform&lt;/b&gt;&lt;/a&gt; to detect, prevent, and respond to threats. We introduced a number of &lt;b&gt;new agents for threat detection, detection engineering, remediation&lt;/b&gt;, and shared more about &lt;a href="https://www.wiz.io/blog/introducing-wiz-ai-app" target="_blank"&gt;&lt;b&gt;Wiz’s AI Application Protection Platform (AI-APP)&lt;/b&gt;&lt;/a&gt; to provide autonomous protection from code, to cloud, to runtime, across multicloud, hybrid, and AI environments.&lt;/p&gt;&lt;p data-block-key="3asa1"&gt;&lt;i&gt;Innovation in action:&lt;/i&gt; The &lt;a href="https://www.youtube.com/watch?v=Wv81ntozeBs&amp;amp;list=PLBgogxgQVM9vaTCvHdMF1hTX0DhpYuunH&amp;amp;index=2" target="_blank"&gt;&lt;b&gt;University of California Riverside&lt;/b&gt;&lt;/a&gt; is leveraging Google SecOps to cut incident response times by 90% and shorten the time from detection to resolution from 20 minutes to under two minutes.&lt;/p&gt;&lt;p data-block-key="2gpkc"&gt;&lt;b&gt;Agentic Taskforce:&lt;/b&gt; We shared new innovations across our &lt;a href="https://cloud.google.com/gemini-enterprise-cx?e=48754805"&gt;&lt;b&gt;Gemini Enterprise for Customer Experience&lt;/b&gt;&lt;/a&gt; solution which revolutionizes how we will engage with our stakeholders and communities, as well as new capabilities in Google Workspace like &lt;a href="https://workspace.google.com/blog/product-announcements/introducing-workspace-intelligence" target="_blank"&gt;&lt;b&gt;Workspace Intelligence&lt;/b&gt;&lt;/a&gt;, which streamlines productivity by providing a unified context layer across Workspace apps.&lt;/p&gt;&lt;p data-block-key="ce2d9"&gt;&lt;i&gt;Innovation in action:&lt;/i&gt; The &lt;a href="https://cloud.google.com/blog/topics/public-sector/driving-the-future-of-government-us-department-of-transportation-selects-google-workspace-as-new-agency-wide-collaboration-suite?e=48754805"&gt;&lt;b&gt;U.S. Department of Transportation&lt;/b&gt;&lt;/a&gt; became the first cabinet-level agency to fully transition its workforce to Google Workspace, helping ensure the United States has the safest, most efficient, and modern transportation system in the world.&lt;/p&gt;&lt;h3 data-block-key="casnt"&gt;&lt;b&gt;Scaling mission impact through partners and AI skilling programs&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="fgmev"&gt;All of this incredible innovation is amplified through our ecosystem of partners. At Google Cloud Next, we &lt;a href="https://cloud.google.com/blog/topics/public-sector/building-the-foundation-for-ai-across-the-public-sector-through-our-partner-ecosystem?e=48754805"&gt;announced&lt;/a&gt; several new initiatives to bridge the gap between commercial AI innovation and public sector mission requirements, including a new federal AI startup accelerator with NVIDIA and an expanded ISV ATO Accelerator program.&lt;/p&gt;&lt;p data-block-key="bqev6"&gt;We showcased the real-world impact of this ecosystem with &lt;a href="https://www.googlecloudpresscorner.com/2026-04-22-Covered-California-Partners-with-Google-Public-Sector-to-Use-AI-to-Accelerate-Healthcare-Access-for-Millions-While-Reducing-Fraud" target="_blank"&gt;Covered California through the announcement of an expanded partnership with Google Public Sector and Deloitte&lt;/a&gt; to transform CalHEERS, the integrated health insurance eligibility and enrollment platform serving millions of Californians, ushering in a new era of AI-driven efficiency.&lt;/p&gt;&lt;p data-block-key="erp3t"&gt;We are focused and invested in upskilling talent as the ultimate driver of mission impact in this agentic era. Yet for many researchers, the path to federal grants is often blocked by what UCR refers to as a “compliance tax” – technical red tape and rigorous security and technical oversight that occasionally forced the university to decline critical funding, stalling innovation before it even began.&lt;/p&gt;&lt;p data-block-key="d4j2k"&gt;To help reclaim these lost opportunities, UCR partnered with Google Public Sector to leverage Stellar Engine, a specialized automation framework designed to power more secure computing environments for researchers. By using this technology to build their Secure Enclave, UCR is shifting the routine burden of compliance from the researcher directly to the infrastructure itself.&lt;/p&gt;&lt;h3 data-block-key="3lior"&gt;&lt;b&gt;Scaling secure innovation&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="83ao"&gt;Before partnering with Google Public Sector, UCR’s infrastructure for sensitive research was often ad hoc and difficult to scale. While third-party providers offered alternatives, the costs were often prohibitively high for long-term projects. The true catalyst for change was the strategic need to support un-supportable research – projects with stringent security requirements that were previously too complex for faculty to navigate alone. These requirements extend far beyond standard federal mandates; today, a host of organizations and granting agencies are requiring increasingly rigorous security controls to protect the integrity of sensitive research data.&lt;/p&gt;&lt;h3 data-block-key="ffuql"&gt;&lt;b&gt;The solution: A secure enclave for data&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="dler4"&gt;To bridge this gap, UCR collaborated with Google Public Sector to develop a specialized, turnkey cloud container designed to meet rigorous boundary and internal controls. At the heart of this environment is Stellar Engine, which automates and enforces the complex security postures required for sensitive data, shifting the technical burden away from the researcher and into the infrastructure.&lt;/p&gt;&lt;p data-block-key="fi25q"&gt;Google Cloud provides the foundation for Stellar Engine and its secure enclave with accredited cloud services and a &lt;a href="https://cloud.google.com/learn/what-is-zero-trust"&gt;Zero Trust&lt;/a&gt; architecture. This creates a hardened environment – a digital safe harbor where security settings are pre-configured to the highest standards and unnecessary access points are closed off. For researchers, this means:&lt;/p&gt;&lt;ul&gt;&lt;li data-block-key="7iac1"&gt;&lt;b&gt;Built-in security&lt;/b&gt;: Foundational cloud infrastructure controls required for compliance are mapped and verifiable, allowing the university to focus its resources on its internal organizational and administrative policies.&lt;/li&gt;&lt;li data-block-key="culm3"&gt;&lt;b&gt;Data sovereignty&lt;/b&gt;: A secure network boundary ensures that sensitive information, such as &lt;a href="https://www.dodcui.mil/" target="_blank"&gt;Controlled Unclassified Information (CUI)&lt;/a&gt;, remains protected.&lt;/li&gt;&lt;li data-block-key="c70d2"&gt;&lt;b&gt;Research agility&lt;/b&gt;: By providing a pre-validated space, the university removed the technical barriers that previously hindered high-impact funding opportunities.&lt;/li&gt;&lt;/ul&gt;&lt;h3 data-block-key="11c8d"&gt;&lt;b&gt;Accelerating UCR’s research capacity&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="6r5e9"&gt;The most significant result of this partnership is a fundamental shift in UCR’s research capacity. These investments are backed by our Capacita+ program, committing to train 200,000 people in generative AI.&lt;/li&gt;&lt;li data-block-key="823bd"&gt;&lt;b&gt;Middle East and Africa&lt;/b&gt;: In the Middle East, we are strengthening sovereign infrastructure with a &lt;a href="https://cloud.google.com/blog/products/infrastructure/new-google-cloud-region-coming-to-turkiye"&gt;partnership in Turkey&lt;/a&gt;, and recently launched phase two of the &lt;a href="https://cloud.google.com/kuwait-skilling-initiative"&gt;Kuwait National Skilling Initiative&lt;/a&gt; to train government employees in AI and cybersecurity. In Canada, we are &lt;a href="https://blog.google/intl/en-ca/company-news/outreach-initiatives/helping-build-canadas-ai-workforce-with-a-13-million-ai-opportunity-fund/" target="_blank"&gt;upskilling more than 2 million people in AI&lt;/a&gt; and expanding our Toronto engineering hub, a critical center for global AI talent.&lt;/li&gt;&lt;/ul&gt;&lt;h3 data-block-key="dkeql"&gt;&lt;b&gt;Assurance of operational continuity&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="342km"&gt;Society relies on the continuous operation of the services provided by Google Cloud’s customers. We prioritize security and digital sovereignty to keep these vital systems running and protected from external threats. Google Cloud complies with key EU cybersecurity regulations, such as &lt;a href="https://cloud.google.com/security/compliance/eu-nis2?e=48754805&amp;amp;hl=en"&gt;NIS2&lt;/a&gt; and &lt;a href="https://cloud.google.com/security/compliance/dora?e=48754805&amp;amp;hl=en"&gt;DORA&lt;/a&gt;. We support customer compliance efforts with robust contractual commitments and additional security offerings, including Google Security Operations and Mandiant Consulting.&lt;/p&gt;&lt;p data-block-key="ebtn"&gt;We back this technical resilience with clear legal protocols: &lt;b&gt;Should Google receive an order from a national government to suspend or terminate the provision of Google Cloud’s operations provided from any country, we will seek to limit, modify, or object to any such order using all available legal avenues.&lt;/b&gt; As part of our commitment to partnering with local service providers to build local solutions, customers don’t have to contract with Google to take advantage of these offerings.&lt;/p&gt;&lt;p data-block-key="269pu"&gt;Additionally, &lt;b&gt;in the event that Google becomes unable to operate Google Cloud, where Google Cloud could otherwise be operated by a third party, Google will make arrangements to allow a qualified third party to take on this operational role.&lt;/b&gt;&lt;/p&gt;&lt;p data-block-key="a6bk1"&gt;And finally,&lt;b&gt; Google will allow qualified, locally-based entities that are subject to local law and whose board members are obligated to act in the best interest of those entities to utilize Google’s code to provision Google Cloud’s products, services, and solutions in their respective territories.&lt;/b&gt;&lt;/p&gt;&lt;p data-block-key="3gc6k"&gt;The offerings in our Sovereign Cloud portfolio also help you protect your cloud environments. It is built on industry-leading open-source components and designed to remain disconnected in perpetuity. Because there is no physical connection, Google cannot remotely access or shut down customer workloads running in Google Cloud Air-Gapped.&lt;/p&gt;&lt;p data-block-key="anom3"&gt;Around the world, organizations including &lt;a href="https://www.googlecloudpresscorner.com/2025-11-24-NATO-and-Google-Cloud-Sign-Multi-Million-Dollar-Deal-for-AI-Enabled-Sovereign-Cloud" target="_blank"&gt;NATO Communication and Information Agency&lt;/a&gt;, the &lt;a href="https://cloud.google.com/blog/de/topics/offentlicher-sektor/souveraenitaet-auswahl-sicherheit"&gt;German Armed Forces&lt;/a&gt;, the &lt;a href="https://www.googlecloudpresscorner.com/2025-09-11-Google-Cloud-Awarded-Landmark-Sovereign-Cloud-Contract-with-UK-Ministry-of-Defence" target="_blank"&gt;U.K. Ministry of Defence&lt;/a&gt;, &lt;a href="https://www.googlecloudpresscorner.com/2025-08-28-Google-Cloud-Makes-Gemini-Everywhere-Vision-a-Reality,-Doubles-Down-on-Enterprise-AI-Commitment-to-Singapore" target="_blank"&gt;Singapore government agencies&lt;/a&gt;, and the &lt;a href="https://cloud.google.com/blog/topics/public-sector/google-distributed-cloud-at-the-edge-powers-us-air-force-mobility-guardian-2025/"&gt;U.S. Air Force&lt;/a&gt; have selected Google Cloud Air-Gapped for their most secure workloads.&lt;/p&gt;&lt;p data-block-key="eptqg"&gt;Similarly, &lt;b&gt;Google Cloud Dedicated is designed&lt;/b&gt; so that the partner fully controls the environment, including the ability to monitor, and, in exceptional circumstances, block software updates, and revert changes made by Google. Google Cloud Dedicated performs a key rotation after the disconnect and Google has no access to this dedicated instance. The solution is designed to prevent Google from any remote access or the ability to shut down customer workloads running in Dedicated instances, and so that the partner can continue to operate &lt;b&gt;for up to 12 months in the unlikely scenario that their Dedicated instance connection to Google is severed.&lt;/b&gt;&lt;/p&gt;&lt;p data-block-key="f2chk"&gt;For example, in France, S3NS offers Premi3NS built on Google Cloud Dedicated. S3NS is a standalone entity and PREMI3NS has achieved the &lt;a href="https://www.thalesgroup.com/en/news-centre/press-releases/s3ns-announces-secnumcloud-qualification-premi3ns-its-trusted-cloud" target="_blank"&gt;SecNumCloud 3.2 qualification&lt;/a&gt; from the French National Agency for the Security of Information Systems (ANSSI). Recognized as the most demanding sovereignty, security, and resilience standard in Europe, and one of the most demanding in the world, this certification confirms that the platform meets the highest protection requirements and offers full, auditable control over access to customer data for our local partner. Historically, satellite servicing—docking with and servicing satellites in orbit—has been the domain of massive government programs involving heavy, hardware-intensive vehicles. This approach made scaling difficult and expensive, limiting what humanity could accomplish in space.&lt;/p&gt;&lt;p data-block-key="89qlu"&gt;Starfish Space is changing this paradigm with "&lt;a href="https://www.starfishspace.com/the-otter/" target="_blank"&gt;Otter&lt;/a&gt;," a small, versatile satellite servicing vehicle designed to extend satellite lifetimes and provide end-of-life disposal. However, building an autonomous vehicle capable of docking with a satellite traveling faster than a speeding bullet requires a new approach to satellite software development. It requires rigorous testing not just in a physical lab, but in a digital one.&lt;/p&gt;&lt;h3 data-block-key="amg5e"&gt;&lt;b&gt;Scaling simulations with managed Kubernetes&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="d85sr"&gt;To achieve this, Starfish Space selected Google Cloud as its strategic provider for cloud infrastructure. To support the development of autonomous software capable of satellite docking, Starfish Space needed to run massive-scale Monte Carlo simulations to train the software in a virtual orbital environment.&lt;/p&gt;&lt;p data-block-key="9nvkc"&gt;Leveraging the scalability of &lt;a href="https://cloud.google.com/products/compute?e=48754805"&gt;Google Compute Engine&lt;/a&gt; and &lt;a href="https://cloud.google.com/kubernetes-engine?e=48754805"&gt;Google Kubernetes Engine (GKE),&lt;/a&gt; Starfish Space executes millions of complex simulations with speed and confidence. This illustrates the power of managed Kubernetes: the ability to spin up massive compute resources for demanding workloads, and scale them back down just as quickly to control costs. This infrastructure allows Starfish Space engineers to iterate rapidly, testing their software against countless edge cases that could occur in orbit without the capital expenditure of on-premise hardware.&lt;/p&gt;&lt;/div&gt;

Attackers are finding novel ways to breach defenses and use AI to scale their attacks. Therefore, a fragmented, siloed security defense approach is no longer viable. According to our findings, as a result of gen AI, &lt;b&gt;79%&lt;/b&gt; of respondents report improved ability to identify threats, &lt;b&gt;70%&lt;/b&gt; report improved intelligence and response integration, and &lt;b&gt;58%&lt;/b&gt; report a reduction in resolution time. Going forward, executive sponsorship will be necessary in breaking down organizational silos, allocating the required resources, and championing the necessary change management to ensure the long-term impact and ROI of gen AI. As public servants continue to heed the mandate to do more with less—to deliver essential services more efficiently and securely—having access to the latest AI and security innovations becomes more urgent than ever.&lt;/p&gt;&lt;p data-block-key="4brtp"&gt;To better understand the factors driving AI usage within the public sector—and the barriers toward AI adoption—Google Public Sector recently commissioned a survey conducted by &lt;a href="https://www.govexec.com/?oref=ge-nav" target="_blank"&gt;&lt;i&gt;Government Executive&lt;/i&gt;&lt;/a&gt; of 250 federal government IT leaders and influencers across civilian and defense agencies. The results showed that while many agencies are using AI today for important work, concerns remain, particularly in terms of security, employee training, and reliability.&lt;/p&gt;&lt;h3 data-block-key="3qkol"&gt;&lt;b&gt;A new mindset: Accelerating AI adoption in agencies&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="e948t"&gt;According to survey respondents, the question is no longer if the federal government will adopt AI, but how fast its new role as an AI accelerator will drive transformation across the entire public sector. In fact, nearly 90% of respondents working for agencies are planning to or are already using AI, challenging the notion that the public sector is slow to adoption or overly risk-averse.&lt;/p&gt;&lt;p data-block-key="fjtg6"&gt;However, barriers to AI adoption remain in the federal government. Survey respondents noted that security and adversarial risk are the single biggest blockers to AI adoption (impacting 48% of all agencies). Additional concerns, such as reliability (35%) and potential workforce disruption (4%) were also raised.&lt;/p&gt;&lt;p data-block-key="co6k7"&gt;As for the use cases most commonly cited, government IT leaders and influencers are using AI in a variety of ways to demonstrate impact, including:&lt;/p&gt;&lt;ul&gt;&lt;li data-block-key="598vi"&gt;&lt;b&gt;Document and data processing (54%):&lt;/b&gt; Automating the handling of the government's massive paper and digital trail.&lt;/li&gt;&lt;li data-block-key="c6tpm"&gt;&lt;b&gt;Workflow and process automation (40%):&lt;/b&gt; Streamlining internal operations to free up employee capacity.&lt;/li&gt;&lt;li data-block-key="ebvh4"&gt;&lt;b&gt;Decision support systems (34%):&lt;/b&gt; Providing intelligence that improves everything from fraud detection to resource allocation.&lt;/li&gt;&lt;/ul&gt;&lt;p data-block-key="38ivs"&gt;At Google Public Sector, we’ve helped with many of these AI implementations first-hand. For example, last month, the &lt;a href="https://www.googlecloudpresscorner.com/2025-12-09-Chief-Digital-and-Artificial-Intelligence-Office-Selects-Google-Clouds-AI-to-Power-GenAI-mil" target="_blank"&gt;Chief Digital and Artificial Intelligence Office (CDAO) selected Google Cloud's Gemini for Government&lt;/a&gt; to serve as the first enterprise AI deployed on the U.S. Department of War (DoW)'s &lt;a href="http://genai.mil/" target="_blank"&gt;GenAI.mil&lt;/a&gt;, helping more than 3 million civilian and military personnel streamline administrative tasks like drafting routine correspondence and summarizing policy handbooks.&lt;/p&gt;&lt;p data-block-key="4hbmm"&gt;The CDAO joins numerous other federal agencies leveraging AI to enhance their missions, such as NASA’s &lt;a href="https://cloud.google.com/blog/topics/public-sector/how-google-and-nasa-are-testing-ai-for-medical-care-in-space?e=48754805"&gt;Crew Medical Officer Digital Assistant&lt;/a&gt;, which helps astronauts diagnose and treat symptoms; the U.S. Food and Drug Administration’s deployment of &lt;a href="https://www.fda.gov/news-events/press-announcements/fda-expands-artificial-intelligence-capabilities-agentic-ai-deployment" target="_blank"&gt;agentic AI capabilities&lt;/a&gt; to all of its employees; and the U.S. Department of Transportation’s move to &lt;a href="https://cloud.google.com/blog/topics/public-sector/driving-the-future-of-government-us-department-of-transportation-selects-google-workspace-as-new-agency-wide-collaboration-suite?e=48754805"&gt;Google Workspace with Gemini&lt;/a&gt; as part of the General Services Administration’s &lt;a href="https://www.gsa.gov/about-us/newsroom/news-releases/gsa-secures-cost-savings-through-strategic-agreement-with-google-04102025" target="_blank"&gt;OneGov Strategy&lt;/a&gt;.&lt;/p&gt;&lt;h3 data-block-key="em4s5"&gt;&lt;b&gt;The road ahead: Scaling innovation&lt;/b&gt;&lt;/h3&gt;&lt;p data-block-key="59ev"&gt;Looking to the next 12-18 months, the research found that both federal civilian and defense agencies are looking to remove constraints to AI adoption across a variety of areas, including:&lt;/p&gt;&lt;ul&gt;&lt;li data-block-key="918rk"&gt;&lt;b&gt;Budget constraints,&lt;/b&gt; cited by 75% of respondents;&lt;/li&gt;&lt;li data-block-key="fp3je"&gt;&lt;b&gt;Legacy systems,&lt;/b&gt; cited by 41% of respondents; and&lt;/li&gt;&lt;li data-block-key="58s3m"&gt;&lt;b&gt;Skills gaps,&lt;/b&gt; cited by 37% of respondents.&lt;/li&gt;&lt;/ul&gt;&lt;p data-block-key="40d75"&gt;To directly address these barriers, Google delivered &lt;a href="https://cloud.google.com/blog/topics/public-sector/introducing-gemini-for-government-supporting-the-us-governments-transformation-with-ai?e=48754805"&gt;Gemini for Government&lt;/a&gt; through the General Services Administration (GSA) OneGov Strategy to offer discounted pricing on AI tools.
