Welcome to the agentic era! Last week, leaders from our public sector customer and partner ecosystem took the stage at Google Cloud Next to share how they are leveraging AI and agents to scale their impact and advance their missions, right now.

I was honored to lead a spotlight session on “Agentic transformation in the public sector” featuring Ted Ross, Chief Information Officer at the City of Los Angeles, Jeremy Walsh, Chief AI Officer at the U.S. Food and Drug Administration, and Pavan Pidugu, Chief Digital and Information Officer at the U.S. Department of Transportation. These leaders shared how they are leveraging AI and agents to empower their workforce, unlock new levels of productivity, and transform how services are delivered.

The kind of innovation and transformation we talked about at Google Cloud Next is only possible with a fully integrated AI stack. Gemini Enterprise Agent Platform: We are empowering individuals and teams to achieve peak productivity with Gemini Enterprise Agent Platform, our platform to help you build, scale, govern, and optimize agents built on our commercial cloud infrastructure, and integrated with our data,security and compliance capabilities. This offering is the evolution of Vertex AI, and brings together model selection, model building, and agent building capabilities with new features like Agent Identity, which improves the security posture by ensuring every agent receives a unique cryptographic ID and well defined authorization policies that are traceable and auditable.

Innovation in action: NASA used Gemini Enterprise agents to power flight readiness and help ensure astronaut safety for Artemis II, which set the human spaceflight record for farthest distance from Earth.

Gemini Enterprise App: As a critical feature of our Gemini for Government offering, we’re excited to announce new features and capabilities in the Gemini Enterprise App. At Next, we shared that Gemini 3.1 Pro–our most advanced reasoning model yet—is now available for the public sector through Gemini for Government. Additionally, we introduced Agent Designer, which enables employees to build sophisticated schedule- or trigger-based agents. Agent Designer allows you to inspect, test, and approve workflows, ensuring total transparency for executing critical processes.

Innovation in action: Now with Agent Designer, DoW civilian and military personnel can build their own agents to support unclassified work tasks within Gemini for Government on GenAI.mil.

AI Infrastructure: We shared new developments including our eighth-generation TPUs, with TPU 8t for accelerated training and TPU 8i for cost-effective, near-zero latency inference, along with networking advancements like Virgo Networking for high-performance at massive scale. We believe these advancements will serve as the engine for scientific discovery, helping to accelerate research and lead to new discoveries and scientific breakthroughs across the public sector.

Innovation in action: In support of the Genesis Mission, all seventeen U.S. Department of Energy National Labs are using an “AI co-scientist” built on TPUs as a research partner to generate and validate new hypotheses and accelerate scientific discovery.

Agentic Data Cloud: We introduced a new, AI-native architecture that allows data to be utilized at the speed and scale required by agentic AI. Key innovations include Knowledge Catalog to ground agents in trusted organizational context, as well as a cross-cloud, AI-native Lakehouse that provides seamless access to your data - regardless of where it’s located.

Innovation in action: The City of Austin is protecting residents from extreme heat and bridging the gap between high-level climate goals and neighborhood-level results using data sources like Google's Environmental Insights Explorer (EIE).

Agentic Defense: The agentic era demands a new security era and we announced several advancements that will help public sector organizations accelerate their security transformation. Our cybersecurity platform combines Google’s Threat Intelligence and Security Operations with Wiz’s Cloud and AI Security Platform to detect, prevent, and respond to threats. We introduced a number of new agents for threat detection, detection engineering, remediation, and shared more about Wiz’s AI Application Protection Platform (AI-APP) to provide autonomous protection from code, to cloud, to runtime, across multicloud, hybrid, and AI environments.

Innovation in action: The University of California Riverside is leveraging Google SecOps to cut incident response times by 90% and shorten the time from detection to resolution from 20 minutes to under two minutes.

Agentic Taskforce: We shared new innovations across our Gemini Enterprise for Customer Experience solution which revolutionizes how we will engage with our stakeholders and communities, as well as new capabilities in Google Workspace like Workspace Intelligence, which streamlines productivity by providing a unified context layer across Workspace apps.

Innovation in action: The U.S. Department of Transportation became the first cabinet-level agency to fully transition its workforce to Google Workspace, helping ensure the United States has the safest, most efficient, and modern transportation system in the world.

Scaling mission impact through partners and AI skilling programs

All of this incredible innovation is amplified through our ecosystem of partners. At Google Cloud Next, we announced several new initiatives to bridge the gap between commercial AI innovation and public sector mission requirements, including a new federal AI startup accelerator with NVIDIA and an expanded ISV ATO Accelerator program.

We showcased the real-world impact of this ecosystem with Covered California through the announcement of an expanded partnership with Google Public Sector and Deloitte to transform CalHEERS, the integrated health insurance eligibility and enrollment platform serving millions of Californians, ushering in a new era of AI-driven efficiency.

We are focused and invested in upskilling talent as the ultimate driver of mission impact in this agentic era. At Google Cloud Next, we launched the Gemini Enterprise Agent Ready program – or GEAR. Google Cloud und das BSI C3A-Framework: Wie wir Digitale Souveränität in Deutschland konkret machen

In unseren Gesprächen mit Führungskräften aus Wirtschaft und öffentlichem Sektor in Deutschland und Europa taucht immer wieder dieselbe Frage auf: Wie lassen sich modernste Innovationen mit zuverlässiger Kontrolle über Daten und Systeme vereinbaren und welche Kriterien für digitale Souveränität sollten dabei gelten? Das Bundesamt für Sicherheit in der Informationstechnik (BSI) hat nun mit dem C3A-Framework einen wichtigen neuen Leitfaden zur Bewertung von Cloud-Angeboten in Deutschland veröffentlicht.

Den C3A-Kriterienkatalog hat das BSI im Rahmen seiner Zusammenarbeit mit nationalen und internationalen Cloud-Providern, mit denen es Kooperationsvereinbarungen unterhält, entwickelt: Dabei sind Erkenntnisse aus der Praxis in einen richtungsweisenden Handlungsrahmen für die souveräne Cloud-Nutzung in Deutschland eingeflossen. Wir haben in den vergangenen Jahren eng mit dem BSI zusammengearbeitet, um sicherzustellen, dass unsere Produkte die höchsten Sicherheitsanforderungen erfüllen.

Für uns ist C3A eine Bestätigung unserer bisherigen Strategie. Seit 2020 bieten wir „Cloud zu europäischen Bedingungen" an, ausgerichtet auf die Souveränitätsanforderungen des europäischen Marktes und Deutschlands im Besonderen. Empowering the next generation: A new federal AI startup accelerator in collaboration with NVIDIA

The first step in this journey is ensuring the next generation of startups can navigate the federal landscape. At the heart of this momentum is the Google Public Sector federal startup accelerator program, the inaugural cohort launched in collaboration with NVIDIA. Specifically designed for AI-focused ISVs in the federal market, this initiative provides startups with engineering support and direct access to Google Cloud and NVIDIA’s compute power to solve the government’s toughest challenge.

We are proud to kick off this program with our initial cohort of pioneering companies including USAI.IO, Rhombus Power, Aalyria, and Trase. Google Public Sector ISV ATO Accelerator program

Access to technology is only half the battle; the other half is the rigorous security standards required to deploy it. One of the obstacles for any ISV entering the federal space is achieving Authority to Operate (ATO). To address this, Google Public Sector has expanded its ATO Accelerator program to offer up to $1M in funding for eligible ISVs. This financial backing, combined with dedicated engineering, ensures that mission-critical AI tools aren’t sidelined by FedRAMP and Impact Level (IL) paperwork, but are instead moved quickly into the hands of practitioners who need them the most. To fast track deployment, eligible ISV’s can learn more and apply for the Google Public Sector ISV ATO Accelerator program.

Modernizing procurement in partnership with Carahsoft

Scaling innovation also requires a modern approach to procurement. In partnership with Carahsoft, we are launching the Distributor Channel Private Offer (DCPO) on our Google Cloud ISV Marketplace. This is a 2-tier model that allows partners to resell a vast catalog of solutions from providers such as Palo Alto Networks and Red Hat, while helping customers maximize their enterprise agreements.

Real world impact: improving the consumer healthcare journey in California with Deloitte

The true value and impact of our partner ecosystem can be seen on the people it serves. Covered California recently expanded its partnership with Google Public Sector and Deloitte to transform CalHEERS, the integrated health insurance eligibility and enrollment platform serving millions of Californians, ushering in a new era of AI-driven efficiency. By scaling Google Cloud’s Document AI (DocAI) solution across its healthcare insurance eligibility workflows, Covered California has set a national standard for public health innovation, automating complex document verification for millions of residents at an unprecedented scale. The system ensures that all Californians—including those with limited or no credit history—receive faster, more equitable access to high-quality healthcare.

Leveraging advanced AI technologies from Google Cloud and human expertise, Covered California’s CalHEERS program has achieved:

40% reduction in manual tasks: By automating high-volume document processing, staff can now prioritize guiding consumers through complex healthcare choices.
Rapid innovation at scale: Automated verification now covers 25 new and different document types, accelerating eligibility determinations and reducing the system’s exposure to identity and document fraud.

Securing the AI era across the public sector

Frontline insights: The 2026 threat landscape

It’s clear - the cybersecurity landscape has reached a critical turning point. As the 2026 M-Trends Report reveals, we are no longer defending a traditional perimeter — we are defending against increasingly sophisticated adversaries with novel techniques, and long-term objectives. Our latest M-Trends report serves as a definitive look at the threats and tactics used in breaches, grounded in over 500k hours of frontline incident investigations conducted by Mandiant in 2025 - giving us an extensive view of the 'unknown unknowns.'

According to the findings, attack cycles are compressed not in minutes but in as few as 22 seconds; nation-state actors are prioritizing long-term access which can last for years, which challenge the convention of telemetry logs that are maintained for a standard of 90 days; voice phishing is increasing, becoming the second-most commonly observed vector; and the risk of unauthorized shadow agents is emerging. New sophisticated tactics allow attackers to move faster and stay hidden longer, requiring a fundamental change in how we defend and secure the mission.

The shift toward the agentic SOC

To keep pace, security operations must move beyond merely reviewing alerts. This transition to proactive defense is the goal of the agentic security operations center (SOC) — a system that uses dynamic AI agents to adapt to changing security environments in real time. By deploying Gemini-enabled agents, Google Security Operations allows agencies to autonomously triage alerts, gather deep context, and render factual verdicts. This automation allows human analysts to move away from tedious data gathering and focus on strategic, mission-critical decisions. Our mission-centric approach to automated defense is already in action today. For example, Connecticut is reducing cyber investigations from months to hours with Google Security Operations.

Securing the full application lifecycle

Effective defense requires an understanding of how applications are built and operated. By integrating Security Command Center (SCC) capabilities with Google Threat Intelligence, agencies can now connect code, cloud, and runtime into a single shared context. This visibility allows security teams to identify advanced, multi-stage attack paths and apply consistent guardrails across the entire application lifecycle, protecting AI workloads at runtime before they ever reach production.

Underscoring our commitment to security, we are pleased that Google was recently named a Leader in the IDC MarketScape: U.S. State and Local Government Professional Security Services 2025–2026 Vendor Assessment (Doc #US53891025, December 2025). A new standard for research: How UC Riverside is securing the path to federal grants with Google Public Sector

At the University of California, Riverside (UCR), scientific breakthroughs depend on quickly moving from a hypothesis to a finished study. Yet for many researchers, the path to federal grants is often blocked by what UCR refers to as a “compliance tax” – technical red tape and rigorous security and technical oversight that occasionally forced the university to decline critical funding, stalling innovation before it even began.

To help reclaim these lost opportunities, UCR partnered with Google Public Sector to leverage Stellar Engine, a specialized automation framework designed to power more secure computing environments for researchers. By using this technology to build their Secure Enclave, UCR is shifting the routine burden of compliance from the researcher directly to the infrastructure itself.

Scaling secure innovation

Before partnering with Google Public Sector, UCR’s infrastructure for sensitive research was often ad hoc and difficult to scale. While third-party providers offered alternatives, the costs were often prohibitively high for long-term projects. The true catalyst for change was the strategic need to support un-supportable research – projects with stringent security requirements that were previously too complex for faculty to navigate alone. These requirements extend far beyond standard federal mandates; today, a host of organizations and granting agencies are requiring increasingly rigorous security controls to protect the integrity of sensitive research data.

The solution: A secure enclave for data

To bridge this gap, UCR collaborated with Google Public Sector to develop a specialized, turnkey cloud container designed to meet rigorous boundary and internal controls. At the heart of this environment is Stellar Engine, which automates and enforces the complex security postures required for sensitive data, shifting the technical burden away from the researcher and into the infrastructure.

Google Cloud provides the foundation for Stellar Engine and its secure enclave with accredited cloud services and a Zero Trust architecture. This creates a hardened environment – a digital safe harbor where security settings are pre-configured to the highest standards and unnecessary access points are closed off. For researchers, this means:

Built-in security: Foundational cloud infrastructure controls required for compliance are mapped and verifiable, allowing the university to focus its resources on its internal organizational and administrative policies.
Data sovereignty: A secure network boundary ensures that sensitive information, such as Controlled Unclassified Information (CUI), remains protected.
Research agility: By providing a pre-validated space, the university removed the technical barriers that previously hindered high-impact funding opportunities.

Accelerating UCR’s research capacity

The most significant result of this partnership is a fundamental shift in UCR’s research capacity. The university can now confidently bid on and host projects by deploying workloads on infrastructure designed to support NIST 800-171 and CMMC Level 2 control frameworks – contracts that were previously out of reach due to risk or cost.

Beyond the technical specs, it has made a profound human-centered impact:

Empowered faculty: Researchers can now focus on making discoveries that support their communities, not being bogged down by IT hurdles.
Societal impact: As a “safe harbor” for sensitive work, UCR facilitates progress in fields that directly impact public health, community safety, and national security.
Institutional excellence: By offering seamless compliance, UCR has become a top destination for global talent ready to compete for prestigious national grants.
Scalable collaboration: UCR plans to share these lessons with the University of California Office of the President and the broader higher education community at conferences like EDUCAUSE.

With the first research teams set to onboard in 2026, the university plans to transition from its initial secure builds to even more robust, high-security environments over the next 18 months.

Leveraging AI and agents for mission impact

Across the public sector, agencies are applying Google’s powerful technology to move from AI and agent pilots, to full-scale agency-wide deployments that drive impact. The CDAO selected Gemini for Government to serve as the first enterprise AI deployed on GenAI.mil, providing 3 million civilian and military personnel with tools to streamline unclassified business processes and administrative tasks, such as summarizing policy handbooks and drafting email correspondence. Additionally, the U.S. Department of Transportation (DOT) became the first cabinet-level agency to fully transition its workforce away from legacy providers to Google Workspace with Gemini. The Food and Drug Administration (FDA) deployed agentic AI to enable FDA staff to further advance the use of AI to assist with more complex tasks, such as meeting management, pre-market reviews, review validation, post-market surveillance, inspections and compliance and administrative functions. Furthermore, through our Genesis Mission partnership with the Department of Energy (DOE), Google is committed to powering this new era of federally-funded scientific discovery with the necessary tools and platforms.

This momentum is just as powerful at the state and local levels, where the State of Iowa is modernizing how Comprehensive Child Welfare Information Systems (CCWIS) are planned, launched, and implemented. Added to that, the City of Los Angeles is equipping its 27,500-employee workforce with Workspace with Gemini to support its "SmartLA 2028" vision. City employees are using NotebookLM to rapidly analyze lengthy grant documents to identify new funding opportunities for the city and using Workspace to re-write various city websites to be more accessible.

This environment is managed by a trusted local partner who oversees operations. This creates a functional buffer between your organization and Google, helping ensure that your cloud remains compliant with specific local governance. It is specifically targeted at organizations that require a cloud with operational sovereignty, offering the peace of mind that critical infrastructure can continue to function even if the connection with Google is interrupted. For example, in France, S3NS, a standalone entity, offers PREMI3NS built on Google Cloud Dedicated. PREMI3NS has achieved the SecNumCloud 3.2 qualification from the French National Agency for the Security of Information Systems (ANSSI), one of the most demanding sovereignty standards in the world.

Google Distributed Cloud, an on-premises solution offered to organizations with strict compliance, latency, and data sovereignty requirements that prevent public cloud adoption. Designed for maximum flexibility, Google Distributed Cloud (GDC) offers both connected and air-gapped configurations to meet your sovereignty requirements. Gemini for Government: Build custom AI agents for unclassified work on GenAI.mil

In December 2025, Google Public Sector was proud to be the first technology provider to offer an enterprise AI tool, Gemini for Government, through GenAI.mil to more than three million civilian and military personnel for unclassified work. Today we are introducing a new feature within Gemini for Government on GenAI.mil, Agent Designer. Now with Agent Designer, DoW civilian and military personnel can build their own agents to support unclassified work tasks.

Introducing Agent Designer

Agent Designer is a no-/low-code platform that allows GenAI.mil users to easily build AI agents using natural language. Users can design digital assistants to automate repetitive, multi-step administrative tasks—no programming skills required. This allows users to train and build agents to increase efficiency and reduce repetitive tasks, based on their unique needs.

Examples of how these agents can transform workflows include:

Draft creation: Agents can help draft meeting read-aheads, action items from team calls, or employee award submissions.
Project planning: Agents can break down large, complex goals into a step-by-step checklist of tasks and timelines to help teams stay organized and achieve deadlines.

A milestone for personnel productivity

In just over one month, GenAI.mil surpassed one million unique users—a signal that personnel are eager to embrace more efficient ways of working. To support this growth, Google Public Sector hosts regular training sessions and office hours in collaboration with the U.S. Chief Digital and Artificial Intelligence Office (CDAO), helping users adopt this technology with confidence.

With five out of six military branches designating GenAI.mil as their go-to enterprise AI platform for productivity, personnel are now able to collaborate securely and tackle administrative tasks, freeing up time.

The European Union is encouraging business and organizations to embrace AI, with a potential €1.2 trillion in AI-driven GDP growth over the next decade. However, this hinges on access to best in class AI and modern cloud solutions. Recent research showed that if European industry is constrained by a lack of access to the most advanced AI capabilities, that trillion-euro opportunity collapses by two-thirds to only €400 billion.

Asia-Pacific: We support national agendas like India’s Viksit Bharat and Malaysia’s Ekonomi MADANI framework with multi-billion dollar investments, including new cloud regions in Thailand and Malaysia, and AI partnerships in Singapore. We also launched the TalayLink and Dhivaru subsea cables to significantly boost digital resilience and connectivity across the Indian Ocean and Asia-Pacific.
Europe: Today, we operate 13 Cloud regions spanning Europe, from Finland to Spain. This investment includes a new region in Sweden and our new Sovereign Cloud Hub in Germany, complementing our existing cybersecurity hubs in Dublin, Malaga, and Munich. We understand the importance of local oversight for local operations. That’s why our European datacenter operations and their boards are overseen by European boards operating under local law and comprising European nationals who are based in Europe. We have established dedicated public sector entities in Germany and the U.K. and have an established European Advisory Board that serves as an important feedback channel and critical voice, helping ensure our products and services meet European requirements.
Latin America: We’re strengthening regional AI innovation by deploying local Tensor Processing Units (TPUs) and bringing Gemini on-premises in Brazil. In Chile, we solidified the country's role as a digital gateway by commencing the Humboldt Cable — the first direct subsea link between South America and Asia-Pacific. These investments are backed by our Capacita+ program, committing to train 200,000 people in generative AI.
Middle East and Africa: In the Middle East, we are strengthening sovereign infrastructure with a partnership in Turkey, and recently launched phase two of the Kuwait National Skilling Initiative to train government employees in AI and cybersecurity. We announced a strategic initiative to support the United Arab Emirates as a leader in cybersecurity innovation and education by establishing a center of excellence in Abu Dhabi. In Africa, we established the continent's first direct fiber link to Australia with the Umoja cable, and announced a broader skilling initiative providing Gemini Advanced to students across African nations.
North America: In the U.S., we are making substantial long-term investments in infrastructure and workforce development, including the AI Works initiative to boost AI skills development and economic growth. In Canada, we are upskilling more than 2 million people in AI and expanding our Toronto engineering hub, a critical center for global AI talent.

Assurance of operational continuity

Society relies on the continuous operation of the services provided by Google Cloud’s customers. We prioritize security and digital sovereignty to keep these vital systems running and protected from external threats. Google Cloud complies with key EU cybersecurity regulations, such as NIS2 and DORA. We support customer compliance efforts with robust contractual commitments and additional security offerings, including Google Security Operations and Mandiant Consulting.

We back this technical resilience with clear legal protocols: Should Google receive an order from a national government to suspend or terminate the provision of Google Cloud’s operations provided from any country, we will seek to limit, modify, or object to any such order using all available legal avenues. As part of our commitment to partnering with local service providers to build local solutions, customers don’t have to contract with Google to take advantage of these offerings.

Additionally, in the event that Google becomes unable to operate Google Cloud, where Google Cloud could otherwise be operated by a third party, Google will make arrangements to allow a qualified third party to take on this operational role.

And finally, Google will allow qualified, locally-based entities that are subject to local law and whose board members are obligated to act in the best interest of those entities to utilize Google’s code to provision Google Cloud’s products, services, and solutions in their respective territories.

The offerings in our Sovereign Cloud portfolio also help you protect your cloud environments. Google Cloud offers a portfolio of survivable solutions that meet a broad range of requirements. These are available today with our Google Cloud Air-Gapped and Google Cloud Dedicated offerings.

Google Cloud Air-Gapped doesn’t require connectivity to Google Cloud or the public internet to manage infrastructure, services, APIs, and tooling. Customers may choose to have a third-party partner (instead of Google) serve as the infrastructure operator for Google Cloud Air-Gapped. It is built on industry-leading open-source components and designed to remain disconnected in perpetuity. Because there is no physical connection, Google cannot remotely access or shut down customer workloads running in Google Cloud Air-Gapped.

Around the world, organizations including NATO Communication and Information Agency, the German Armed Forces, the U.K. Ministry of Defence, Singapore government agencies, and the U.S. Air Force have selected Google Cloud Air-Gapped for their most secure workloads.

Similarly, Google Cloud Dedicated is designed so that the partner fully controls the environment, including the ability to monitor, and, in exceptional circumstances, block software updates, and revert changes made by Google. Google Cloud Dedicated performs a key rotation after the disconnect and Google has no access to this dedicated instance. The solution is designed to prevent Google from any remote access or the ability to shut down customer workloads running in Dedicated instances, and so that the partner can continue to operate for up to 12 months in the unlikely scenario that their Dedicated instance connection to Google is severed.

For example, in France, S3NS offers Premi3NS built on Google Cloud Dedicated. S3NS is a standalone entity and PREMI3NS has achieved the SecNumCloud 3.2 qualification from the French National Agency for the Security of Information Systems (ANSSI). Recognized as the most demanding sovereignty, security, and resilience standard in Europe, and one of the most demanding in the world, this certification confirms that the platform meets the highest protection requirements and offers full, auditable control over access to customer data for our local partner. Highly-regulated customers such as Thales, EDF, MGEN, and Qonto are already building on Premi3NS to accelerate their digital transformation.

Your data, your control

At its core, digital sovereignty is about individuals and their data. Our commitment to you is that you control your information and data.

We were the first major cloud service provider to eliminate transfer fees and introduced tools to make such transfers easier. We continue to proactively advocate against restrictive cloud licensing policies that lock in cloud customers, harm economic growth, and stifle innovation.

We are the only major cloud provider that enables customers to deny access to their unencrypted data for any reason. We offer the ability to require approval before specific administrative activity occurs along with a mechanism for customers to ensure their approvals are legitimate.

Capabilities like these help ensure that customers are the ultimate arbiters of access to their data on Google Cloud.

Our External Key Management solution enables customers to encrypt their data at rest with keys stored outside our cloud. It requires detailed justifications each time access to their keys is requested. Google Cloud will challenge overbroad and unlawful data requests, and seek appropriate judicial remedies.

We are fully committed to ensuring that legal requests are subject to transparency, and report these out to the public through our Transparency Report.

Sovereign Cloud from Google provides customers with controls that are designed to facilitate the processing and storage of customer data in a given region, protected by local laws. This extends to Google Workspace, where client-side encryption ensures that your collaboration data is indecipherable to Google, keeping your emails, documents, and meetings strictly under your control.

We recognize that data residency alone often isn't enough — you need assurance that the actual machine-learning processing occurs in your required jurisdiction. We recently expanded our local ML processing commitments for select Gemini models to Australia, Brazil, Canada, France, Germany, India, Japan, Singapore, South Korea, and the U.K. We are continuously expanding our data residency commitments across the globe.

Starfish Space uses Google Cloud to accelerate satellite servicing in orbit

The Defense Industrial Base (DIB) and Federal System Integrator (FSI) communities operate under intense pressure. The mandate is clear: do more, faster, and with greater efficiency. As the engine of our national security and public sector services, these organizations must constantly innovate to maintain technological superiority. At Google Public Sector, we see firsthand how cloud technology accelerates this mission, providing the reliable, scalable infrastructure necessary to turn ambitious concepts into on-orbit realities.

A software-first approach to orbital complexities

A prime example of this innovation is Starfish Space, a startup pioneering a software-first approach to satellite servicing. Historically, satellite servicing—docking with and servicing satellites in orbit—has been the domain of massive government programs involving heavy, hardware-intensive vehicles. This approach made scaling difficult and expensive, limiting what humanity could accomplish in space.

Starfish Space is changing this paradigm with "Otter," a small, versatile satellite servicing vehicle designed to extend satellite lifetimes and provide end-of-life disposal. However, building an autonomous vehicle capable of docking with a satellite traveling faster than a speeding bullet requires a new approach to satellite software development. It requires rigorous testing not just in a physical lab, but in a digital one.

Scaling simulations with managed Kubernetes

To achieve this, Starfish Space selected Google Cloud as its strategic provider for cloud infrastructure. To support the development of autonomous software capable of satellite docking, Starfish Space needed to run massive-scale Monte Carlo simulations to train the software in a virtual orbital environment.

Leveraging the scalability of Google Compute Engine and Google Kubernetes Engine (GKE), Starfish Space executes millions of complex simulations with speed and confidence. This illustrates the power of managed Kubernetes: the ability to spin up massive compute resources for demanding workloads, and scale them back down just as quickly to control costs. This infrastructure allows Starfish Space engineers to iterate rapidly, testing their software against countless edge cases that could occur in orbit without the capital expenditure of on-premise hardware.

Our goal is to make satellite servicing affordable and available, and that requires a fundamentally different, software-first approach. Key insights from our inaugural survey on the ROI of AI in the public sector

Agentic AI is already delivering ROI in key areas like security and productivity

When it comes to productivity, generative AI is helping public sector teams get more done. According to our report, 70% of public sector leaders report improved productivity from gen AI and 46% say employee productivity has at least doubled (of those reporting improved productivity). A more productive workforce means faster response times, reduced service backlogs, and more personalized, efficient delivery of public services—which all adds up to better experiences and outcomes.

Generative AI is also helping the public sector significantly improve its cybersecurity posture in today’s complex threat environment—ensuring mission continuity and protecting public trust. According to the 16th edition of our Mandiant M-Trends report findings, we’re seeing an explosive growth of malicious exploits, threat groups, and ransomware—all fueled by AI. Attackers are finding novel ways to breach defenses and use AI to scale their attacks. Therefore, a fragmented, siloed security defense approach is no longer viable. According to our findings, as a result of gen AI, 79% of respondents report improved ability to identify threats, 70% report improved intelligence and response integration, and 58% report a reduction in resolution time. By leveraging the power of AI, public sector organizations can enhance threat detection, automate security operations, and secure AI development—ultimately staying one step ahead of evolving threats.

Going forward, executive sponsorship is critical

The fastest path to day one value with generative AI requires support from technical and mission teams, as well as senior leadership. However, the data reveals that only 32% of public sector leaders report comprehensive executive sponsorship and support when it comes to gen AI adoption. Going forward, executive sponsorship will be necessary in breaking down organizational silos, allocating the required resources, and championing the necessary change management to ensure the long-term impact and ROI of gen AI. We believe executive support and sponsorship is an imperative, as agencies increasingly demonstrate tangible ROI in vital areas like productivity and security.

New Google Public Sector research shows that nearly 90% of federal agencies are already using AI

Across the federal landscape, the scale and complexity of agency missions demand constant focus. As public servants continue to heed the mandate to do more with less—to deliver essential services more efficiently and securely—having access to the latest AI and security innovations becomes more urgent than ever.

To better understand the factors driving AI usage within the public sector—and the barriers toward AI adoption—Google Public Sector recently commissioned a survey conducted by Government Executive of 250 federal government IT leaders and influencers across civilian and defense agencies. The results showed that while many agencies are using AI today for important work, concerns remain, particularly in terms of security, employee training, and reliability.

A new mindset: Accelerating AI adoption in agencies

According to survey respondents, the question is no longer if the federal government will adopt AI, but how fast its new role as an AI accelerator will drive transformation across the entire public sector. In fact, nearly 90% of respondents working for agencies are planning to or are already using AI, challenging the notion that the public sector is slow to adoption or overly risk-averse.

However, barriers to AI adoption remain in the federal government. Survey respondents noted that security and adversarial risk are the single biggest blockers to AI adoption (impacting 48% of all agencies). Additional concerns, such as reliability (35%) and potential workforce disruption (4%) were also raised.

As for the use cases most commonly cited, government IT leaders and influencers are using AI in a variety of ways to demonstrate impact, including:

Document and data processing (54%): Automating the handling of the government's massive paper and digital trail.
Workflow and process automation (40%): Streamlining internal operations to free up employee capacity.
Decision support systems (34%): Providing intelligence that improves everything from fraud detection to resource allocation.

At Google Public Sector, we’ve helped with many of these AI implementations first-hand. For example, last month, the Chief Digital and Artificial Intelligence Office (CDAO) selected Google Cloud's Gemini for Government to serve as the first enterprise AI deployed on the U.S. Department of War (DoW)'s GenAI.mil, helping more than 3 million civilian and military personnel streamline administrative tasks like drafting routine correspondence and summarizing policy handbooks.

The CDAO joins numerous other federal agencies leveraging AI to enhance their missions, such as NASA’s Crew Medical Officer Digital Assistant, which helps astronauts diagnose and treat symptoms; the U.S. Food and Drug Administration’s deployment of agentic AI capabilities to all of its employees; and the U.S. Department of Transportation’s move to Google Workspace with Gemini as part of the General Services Administration’s OneGov Strategy.

The road ahead: Scaling innovation

Looking to the next 12-18 months, the research found that both federal civilian and defense agencies are looking to remove constraints to AI adoption across a variety of areas, including:

Budget constraints, cited by 75% of respondents;
Legacy systems, cited by 41% of respondents; and
Skills gaps, cited by 37% of respondents.

To directly address these barriers, Google delivered Gemini for Government through the General Services Administration (GSA) OneGov Strategy to offer discounted pricing on AI tools. This initiative directly tackles the number-one adoption barrier by ensuring federal agencies can access world-class AI capabilities at a competitive cost.

In addition, to assist with the AI skills gap, we recently launched Google Skills, offering nearly 3,000 courses, labs and credentials from Google Cloud, Google DeepMind, Grow with Google, and Google for Education to help our customers, including government agencies, build AI skills and advance their technical knowledge.

A smart investment: FINRA builds a culture of improvement with DORA

FINRA, the Financial Industry Regulatory Authority, consistently seeks to achieve the highest standards in its technology practices. To elevate its software development lifecycle, FINRA — which oversees member broker-dealers — engaged Google consultants to help apply a metrics-driven methodology to its engineering practices.

DORA is a popular framework for helping organization improve software delivery performance through capabilities that can be measured by key metrics. These include deployment frequency, change lead time, change failure rate, failed deployment recovery time, and rework.

While FINRA had begun laying the groundwork to adopt DORA internally, the organization recognized an opportunity to accelerate implementation by tapping Google's firsthand experience.

Google conducted a discovery effort alongside technology leaders to identify opportunities for improvement. The recommendation that followed included increasing the existing focus on continuous improvement, adopting a user-centric approach to developing software and further enabling a generative culture within the department.

The implementation itself was deliberately flexible. Rather than recommending a one-size-fits-all approach, Google helped FINRA tailor its actions to individual team objectives. Teams prioritizing product value concentrated on lead time and deployment frequency metrics, while teams focused on stability concentrated on change failure rates and failed deployment recovery time.

Over the first year of implementation, engineering teams demonstrated continuous improvement across DORA capabilities, achieving a 9% per-developer productivity gain and reporting directionally positive developer experience feedback.

Sprint velocities also improved by 5%, enabling smaller engineering teams to deliver greater incremental product value to the business. Beyond raw metrics, teams also reported heightened transparency around delivery performance and appreciation for a standardized methodology.

Looking ahead, FINRA is maturing its DORA practice by providing more granular metrics tied to high-level DORA measurements, increasing emphasis on developer experience and correlating product metrics with software delivery performance indicators.

Looking back on the past year, I am filled with immense pride about what we've achieved together. It was a year of unprecedented innovation, where the promise of AI became a powerful reality for government agencies, research organizations and education institutions across our nation. At Google Public Sector, we've had the privilege of partnering with forward-thinking leaders and teams to push the bounds of what’s possible, and I’m so inspired by the progress we've made.

Let’s take a closer look at some of the key highlights from 2025 as we chart this new era of innovation - and this new year ahead, together.

1. Cloud without compromise

We believe that the public sector should have access to abundant, accredited commercial cloud services, free from any 'GovCloud' constraints. We continue to reinforce our commitment to this vision with investments across our integrated AI stack to power missions across the public sector. To that end, we announced that Gemini in Workspace apps and the Gemini app were the first generative AI assistants for productivity and collaboration suites to achieve FedRAMP High authorization.

We also announced FedRAMP High authorization for key AI and data analytics services, including Agent Assist, Looker (Google Cloud core) and Vertex AI Vector Search – foundational components of broader AI and data cloud solutions that can help automate institutional knowledge, bolster efficiency, drive greater worker productivity, and surface insights for more informed decision making.

We are excited to partner with the Defense Logistics Agency, who selected Google Public Sector to modernize global supply chain operations – the agency’s first AI-ready commercial cloud partnership. By migrating to Google Cloud, DLA will be able to harness modern cloud best practices combined with Google's highly performant and resilient cloud infrastructure. This partnership with DLA builds on the momentum of a recent $200 million-ceiling contract award by the DoD’s Chief Digital and Artificial Intelligence Office (CDAO) to accelerate AI and cloud capabilities across the agency.

2. Always-on security

We believe that a Zero Trust foundation powered by AI can be a force multiplier for security. Today’s mission-critical workloads require absolute assurance, and we continue to reinforce our commitment as a trusted partner for the nation's most sensitive data and operations, from the data center to the tactical edge. We achieved DoD Impact Level 6 (IL6) authorization for Google Distributed Cloud (GDC) and the GDC air-gapped appliance, building upon our existing IL5 and Top Secret accreditations. This allows the DoD to host their most sensitive Secret classified data and applications while leveraging the full power of advanced services like Vertex AI and Gemini models—all at the edge and in disconnected environments.

We also successfully achieved Cybersecurity Maturity Model Certification (CMMC) Level 2 certification under the DoD’s CMMC program, affirming that Google Public Sector’s internal systems used to handle Controlled Unclassified Information (CUI) meet the DoD’s rigorous cybersecurity standards for protecting CUI.

Furthermore, our expanded collaboration with General Dynamics Information Technology (GDIT) will enable us to accelerate innovation for the U.S. government. This collaboration will focus on bringing secure artificial intelligence (AI) and cloud solutions to the tactical edge for defense and intelligence agencies, and modernizing citizen services for civilian agencies. Through this collaboration, GDIT will combine its mission and integration expertise with Google Cloud’s AI, cloud and cybersecurity offerings.

3. Agent powered transformation and collaboration

We believe AI and agents will help the public sector become more productive and efficient than ever before. To that end, we introduced Gemini for Government, the new front door for the best of Google’s AI-optimized, secure and accredited commercial cloud services, our industry-leading Gemini models - including our most recently released Gemini 3 Flash - as well as our agentic AI solutions. Gemini for Government allows government agencies to leverage the same powerful technology used by our commercial enterprise customers to unlock the next wave of AI-powered innovation and transformation across the public sector.

We are excited to support the Chief Digital and Artificial Intelligence Office (CDAO), who selected Google Cloud's Gemini for Government to serve as the first enterprise AI deployed on the U.S. Department of War (DoW)'s GenAI.mil to 3 million civilian and military personnel. Added to that, The U.S Department of Transportation (DOT) selected Google Workspace with Gemini as a new agency-wide collaboration suite to help employees securely connect, create, and collaborate. The City of Los Angeles is partnering with Google Public Sector to power city operations and employee productivity using Google Workspace with Gemini. Old Dominion University and Google Public Sector announced the launch of an AI incubator to advance research and drive student success, powered by Google Cloud's portfolio of AI offerings including the Vertex AI platform, Google's advanced family of AI models, including Gemini, and agentic AI services.

This is truly a new era of innovation, and the public sector is helping to lead it.

This requires a profound transformation in our national scientific enterprise, one that seamlessly integrates high-performance computing, world-class experimental facilities, and AI. The challenge is no longer generating exabytes of exquisite data from experiments and simulations, but rather curating and exploring it using AI to accelerate the discoveries hidden within.

Through our Genesis Mission partnership with the Department of Energy (DOE), Google is committed to powering this new era of federally-funded scientific discovery with the necessary tools and platforms.

State-of-the-art reasoning for science

The National Labs can take advantage of Gemini for Government—a secure platform with an accredited interface that provides scaled access to a new class of agentic tools designed to augment the scientific process. This includes access to the full capabilities of Gemini, our most powerful and general-purpose AI model. Its native multimodal reasoning operates across the diverse data types of modern science. This means researchers can ask questions in natural language to generate insights grounded in selected sources—from technical reports, code, and images, to a library of enterprise applications, and even organizational and scientific datasets.

Wayne State University and Syntasa: Transforming public health assessments with AI

When it comes to public health, having a clear picture of a community’s needs is vital. These insights help officials secure crucial funding, launch new initiatives, and ultimately improve people’s lives.

That is the idea that inspired Dr. Phillip Levy, M.D., M.P.H., Professor of Emergency Medicine and Associate Vice President for Population Health and Translational Science at Wayne State University and his colleagues to develop Project PHOENIX: the Population Health OutcomEs aNd iNnformation eXchange. PHOENIX ingests information from electronic health records including demographic data, blood pressures and clinical diagnosis, and combines this with social and environmental factors from more than 70 anonymized data sources into an integrated virtual warehouse. Researchers, advocates,community leaders, and policy makers are able to use this data to better understand how different factors correlate to health outcomes and design targeted interventions.

With such functionality, the PHOENIX team recognized the potential to transform the Community Health Needs Assessment (CHNA) process. Required by the federal government, public health departments, nonprofit hospitals, and Federally Qualified Health Centers in the United States must complete a CHNA every three years—a largely manual, time-consuming task that can take up to a year to complete.

That’s where a collaboration between Wayne State University, Google Public Sector, and Syntasa came in. They teamed up to create CHNA 2.0, an innovative solution that drastically cuts down the time it takes to create these vital reports. By combining PHOENIX data with Vertex AI Platform, CHNA 2.0 can deliver a complete CHNA in a matter of weeks, giving health leaders valuable insights more quickly than ever.

Extracting community sentiment from public data

One of the most challenging parts of drafting a CHNA report involves conducting in-depth surveys to understand conditions in the community. This is often the most time-consuming part of the process, as it takes months to create, review, run, and analyze insightful surveys. By the time a CHNA report is complete, data from the surveys might be nearly a year out of date, which can prevent organizations from making a meaningful impact on their communities.

CHNA 2.0 uses public health data from the PHOENIX warehouse along with insights from Syntasa Sentiment Analytics, which combines information from surveys with real-time data from Google Search and social media posts. The architecture for this solution was built on the Syntasa Data + AI Platform. Workloads run on Google Kubernetes Engine (GKE) for its scalability, allowing the platform to process incoming sentiment data quickly. The platform also uses Cloud SQL and Google Cloud Storage as part of its data foundation, with BigQuery doing the heavy lifting for sentiment analysis. BigQuery provides the performance, efficiency, and versatility needed to handle large datasets of search and social media information efficiently.

Creating reports with the power of humans + AI

After gathering the necessary information, CHNA 2.0 uses Vertex AI and Gemini to help analysts create the report in less time. CHNA reports are highly complex and lengthy – and require manually integrating multiple data elements. Syntasa solved this challenge by breaking down the report into smaller, more manageable tasks and bringing human oversight into the loop.

Now the person in charge of handling the CHNA defines the report’s structure. Gemini extracts insights from tailored datasets and fills in the relevant details. By combining both human and AI intelligence, CHNA 2.0 delivers reports in a fraction of the time.
